Japanese Government (MEXT) Scholarship Student Program (Japanese Government (MEXT) Scholarship students)

The University accepts international students who study as research students under the Japanese Government (MEXT) Scholarship Student Program.

  1. Research students are those who study in graduate courses as regular students or non-regular students.
  2. The amount of scholarships provided by the Japanese Government is shown in the table below.

    Non-regular (Non-degree) course 143,000 yen
    Master’s Course  144,000 yen
    Doctoral Course 145,000 yen
    For those who study or research in a specific area, a monthly fee of 2,000 yen or 3,000 yen is added to the monthly unit price.
    – Nakamozu Campus: 3,000 yen added
    – Rinku Campus: 2,000 yen added
    – Habikino Campus: 3,000 yen added
  3. There are two ways to be accepted as a Japanese Government (MEXT) Scholarship student: Embassy Recommendation and University Recommendation.

Embassy Recommendation

For Embassy Recommendation, recruitment and screening are conducted by the Embassy or Consulate General of Japan in each country. Those who pass the screening process are accepted as international students at the University.

Rough flow until acceptance

March – Call for applications by each Japanese diplomatic mission
April to May First screening by each Japanese diplomatic mission
– October Applicants who pass the first screening request a Letter of Provisional Acceptance (*1 ) from the university that they wish to enter. The relevant university considers acceptance of them and issues a Letter of Provisional Acceptance.
October – Second screening
February of the following year MEXT notifies the applicants of the results of selection.
April or October of the following year The accepted applicants come to Japan.

The screening schedule may be subject to change from year to year. Please be sure to check with the Embassy or Consulate General of Japan in your country.

(*1) Letter of Provisional Acceptance

Request for issuance of a Letter of Provisional Acceptance is available only to those who have passed the first screening conducted by each Japanese diplomatic mission.
Please send the Application form for a Letter of Provisional Acceptance (link via the form) and the following documents to E-mail: gakuseki_ryugakusei[at]ao.osakafu-u.ac.jp (please change [at] to @).

  1. A copy of the set of documents submitted to the Japanese diplomatic mission
    Application Form, academic transcript from the university attended, Field of Study and Research Plan, and other required documents, all of which must bear the official seal of the Japanese diplomatic mission
  2. A copy of the Passing Certificate of the First Screening issued by the Japanese diplomatic mission
    Please do not submit “the Placement Preference Application Form” and “medical certificate”.
    Before submitting the Request Form for a Letter of Provisional Acceptance, you are advised to contact the academic advisor with whom you wish to study to discuss your research theme.

University Recommendation

  1. Eligible persons are international students with excellent academic records who newly come to Japan to study in graduate courses.
  2. Eligible persons need recommendation from academic advisors at the University and are requested to apply through them to Student Affairs Division. (Please contact the academic advisor with whom you wish to study.)
  3. After screening by the University, it recommends scholarship candidates to the Japanese Government (MEXT).

Documents to be submitted (Please submit the following documents to academic advisors at the University and apply through them.)

  1. Application Form (prescribed form)
  2. Field of Study and Research Plan (prescribed form)
  3. Photograph (taken within six months of submission, 4.5cm x 3.5cm, upper-body, full-faced, no hats) (Write applicant’s name and nationality on the back of the photograph and attach it to the designated place on the Application Form. Electronic data can be attached.)
  4. Official document indicating your nationality (a copy of passport, etc.)
  5. Academic transcript from the last university (undergraduate or graduate school) attended (issued by the university)
  6. A copy of the certificate of (expected) graduation or degree certificate of the last university (undergraduate or graduate school) attended
  7. Certificate proving your academic excellence at the last university attended (Indicators clearly showing your academic performance at the last university attended, including GPA, ABC classification, and student ranking [out of total number of students])
  8. Recommendation letter from the dean of the graduate school or higher-level official at your home university (to the President of Osaka Prefecture University)
  9. Abstracts of theses, etc. (a concise summary of a paper)
  10. Document proving that you have met language proficiency requirements (*2)

(*2) Official certificates, such as TOEFL, IELTS, and JLPT. The score must be obtained within two years from the start of the open recruitment.

Rough flow until acceptance

December MEXT notifies the University of the number of students who can be recommended by the University.
January to February Call for applications and screening by the University(*3)
March Notification of the results of screening by the University / Application to MEXT
June MEXT notifies the University of its decision on acceptance of the University’s application.
October Arrival in Japan

(*3) If the number of applicants exceeds the number of people that we can recommend, scholarship candidates will be decided according to the standards of the University.

Privately Funded International Students

For privately funded international students, there are various scholarship programs provided by private scholarship organizations. There are two ways to apply: university recommendation and direct application. In the university recommendation system, the University recommends scholarship candidates according to the guidelines from each scholarship organization. International students who meet the application requirements and are selected according to the priority based on the selection criteria of the University can become scholarship candidates. The Student Affairs Division contacts them to confirm whether they wish to apply for scholarship programs. Application for scholarships through university recommendation becomes available after enrollment.

Before enrollment

Scholarships that can be applied for before enrollment include a scholarship under the Reservation Program for Monbukagakusho Honors Scholarship for Privately-Financed International Students provided by the Japan Student Services Organization.

Please submit the Reservation Notice for Monbukagakusho Honors Scholarship for Privately-Financed International Students to the Student Affairs Division immediately after enrollment.

  • Reservation Program for Monbukagakusho Honors Scholarship for Privately-Financed International Students (University Recommenders)

This program can be applied for only by those who use the Pre-arrival Admission system. The Pre-arrival Admission system is a system whereby international students can directly apply for admission from overseas. Selection is carried out and permission for admission is granted to the applicants without requiring them to come to Japan even once before enrollment. At the University, only reservation based on general-recommendation (graduate level) is available. For students who wish to apply, please contact the Student Affairs Division.

After enrollment
