1 基本理念 大阪府立大学は、「高度研究型大学―世界に翔く地域の信頼拠点―」であることを基本理念としている。本学では、環境施策においてもこの理念を重んじ、大学の社会的責任 （USR ：University Social Responsibility）を果たすべく、キャンパス内の安全 ・環境管理を徹底するとともに、環境問題の解決に向けて学際的な研究に積極的に取り組み、持続可能な社会の実現に向けた環境活動を、一層強力に展開する。 このため、教育研究の充実 ・発展により、社会に新たな環境保全 ・改善技術を提供するとともに、持続可能な社会を構築するための牽引役となる人材 （環境人材）を育成する。また、大学教職員及び学生が連携し、キャンパス内の環境保全 ・改善と環境創造を進め、安全に配慮し、地域社会における環境保全 ・改善の知的 ・実践的拠点となることを目指す。 ２ 基本方針 ―「高度研究型大学」を目指して― (1)４学域 ・７研究科の多様な研究分野を融合し、持続可能な社会の構築に向けて、必要な取組方向、再生可能エネルギー及び環境技術等について研究・提案を行う。 (2)環境問題を解決し、持続可能な社会を構築するための牽引役となる人材を育成するため、「環境学」等の環境人材育成教育プログラムを充実させ、大学院生を含む全ての学生が学べる環境を継続、発展させる。 ―コミュニティとしての大阪府立大学― (1)幅広い立場の学内関係者が垣根を越えて意見交換を行い、安全で豊かな環境のキャンパスの実現を目指す。 (2)事業者として環境に少なからぬ影響を及ぼしていることを自覚し、責任感を持って全学共通の中期的 ・⾧期的な環境目標を定め、キャンパスの安全管理と環境負荷の低減に努める。 ―地域社会との連携― (1)大学の教育研究活動、安全管理、環境改善への実践活動を通して、安全で地域社会に開かれた大学を目指す。 (2)地域の団体 ・自治体 ・企業等と積極的に協働体制を築き、環境保全・改善・創造に向けて行動する。 (3)災害等のリスクに対して、大学が地域防災の拠点の一つとなるよう、平時から適切な情報と防災知識の発信を行う。 ―国際社会への貢献― (1)近年の環境問題の多くが、地球温暖化等グローバルな問題と関わりがあることから、学際的かつ国際的なコミュニケーションを積極的に行い、持続可能な社会の構築を目指す教育研究の拠点となることを目指す。 11.. TThhee BBaassiicc PPrriinncciippllee The basic principle of Osaka Prefecture University (OPU) is “High-level research-oriented university -A global hub trusted by local communities.” This principle is highly esteemed in their environmental measures. OPU will be thorough with safety control and environmental management in the campus, and accelerate interdisciplinary research works and environmental activities for realizing sustainable society, to fulfill their USR (University Social Responsibility). In order to achieve these goals, OPU will provide new environmental preservation and restoration technologies to society by improvement of their education and research, and foster “environmental experts” who can lead to establish sustainable society. OPU will also become an intellectual and practical center for environmental preservation and restoration in the local society by conducting collaborative activities with students for safety and environmental management in the campus. 22.. TThhee BBaassiicc EEnnvviirroonnmmeennttaall PPoolliittyy -- HHiigghh--lleevveell rreesseeaarrcchh--oorriieenntteedd uunniivveerrssiittyy -- (1) We will integrate various research fields of our four colleges and seven graduate schools, and research and provide social demand environmental policies, renewable energies, and the other technologies, to establish sustainable society. (2) We will enhance their environmental education programs, such as “Program on Environmental Science (Minor)”, to foster environmental experts who can lead to establish sustainable society, and improve educational environments in which all students including graduate students can learn the environmental issues. -- UUnniivveerrssiittyy aass aa llooccaall ccoommmmuunniittyy -- (1) We will realize safe and rich environment campus in which all people concerned in our university can exchange views by going over the fence. (2) We will be aware of their responsibility for large environmental impacts to local society as a business operator, and decide a medium and long term environmental goals for all faculties to realize safety control in the campus and reduction of the environmental impacts. --CCooooppeerraattiioonn wwiitthh aa llooccaall ssoocciieettyy -- (1) We will become a safe and open university in a local society by performing education and research activities, safety control, and activities for environmental improvement. (2 ) We will establish collaborative relationships with local groups, local governments, companies, and so forth, and perform activities for preservation, improvement and creation of environment.
